چکیده

از دید روزنو، با از بین رفتن انحصار نقش دولت‏ها به عنوان بازیگران بین المللى، جهان از یک سیستم
مرکزى خارج و به یک سیستم چند مرکزى تبدیل گردیده که در آن صدها بازیگر مستقل و خود مختار جدید
پدید آمده‏اند. در این جهان که بر اساس افزایش آگاهى و مهارت‏هاى افراد و شهروندان بنا گردیده است معیار
مشروعیت و اقتدار، دیگر از ارزش‏هاى سنتى، قانونى و نهادى استخراج نمى‏شود، بلکه موفقیت و ارزیابى
عملکردها سنگ بناى مشروعیت و اقتدار است و این چه در حوزه داخلى و چه در عرصه بین المللى مشهور
است.

رشد تکنولوژى، مبادله فراوان افکار و اندیشه‏ها و گسترش ارتباطات و نتایج گسترده‏اى که انقلاب
انفورماتیک به وجود آورده، مبانى رفتار و روابط بین الملل را تغییر داده است. در این میان سازمان ملل
متحد به علت از میان رفتن نقش محورى دولت‏ها و دگرگون شدن و انعطاف پذیرى اصل حاکمیت مى‏تواند
نقش عمده‏تر و گسترده‏ترى را در جهان ایفا کرده و حتى به مبنا و ارائه دهنده ملاک‏هاى مشروعیت و اقتدار
بدل گردد.

چکیده [English]

From Rosana's point of view, following the decline of
the dominant role of states in the international arena,
the world system has changed from a uni-polar to a
multi-polar system. In the new system, there are many
independent players. In crease in citizen's knowldge and
individual expertise is one of the charactristics of our
new world. In this era, legitimacy is no longer derived
from authority and other traditional values, but success
and evaluation of achievments on the two levels of
international and domestic affairs are the basis for
legitimacy. Technological development, interchange of
thoughts, and expansion of global communication, which
are the result of the information revolution, have
changed the principles of international relations. In the
meantime, because of the decline in the traditional role
of states, the U.N has found a new and more powerful
role in international affairs, even presenting the criteria
of legitimacy.
