Abstract

Does the holly Qur’an found the basis of Islamic government’s foreign relationship with non-Islamic countries on war or on peaceful coexistence? This paper presents to two thesis and evaluates their arguments in this regard. The three major arguments, elaborated and analyzed here, are: “Islamic jihad is only a defensive jihad,” “the primary jihad constraints block its widespread realization,” and “primary jihad is limited to the time of the establishment of Islamic government.” The writer finally adopts a moderate position and founds the basis on the efficient invitation to the oneness [tohid] of Allah.
