Abstract

The emergence of new concepts in the science of international relationship led to the development of new issues such as the international political economy, international political theology as well as the ethics in the international policy. The emergence of civilization concept developed a theoretical argumentation related to the position of this concept in the international relationships and its sub categories such as security, foreign policy, etc. The result of this scientific argumentation was a new scientific formation in this science. The present article is to investigate the effect of civilization on the foreign policy. To answer this question, it has been attended to three levels of analysis of national government, civilization based government and globalization in order to study the distinctions and potentials of civilization based government and national government in the anarchic status of international system and also the status of globalization in the domain of foreign policy. It seems that civilization based governments are of more potentialities compared with the national governments and via the indexes in concordance with the status of globalization, they reveal the possibility of more performance in the atmosphere of globalization. The analysis of foreign policy of civilization based governments is different from that of national governments
