Pattern Expansion of knowledge-based regionalism in the foreign policy of the Islamic Republic of Iran; Normative structure and institutional and social requirements

Abstract

The purpose of this study is to explain the pattern of regionalism of scholars in the Islamic Republic of Iran, its structure and requirements in the field. This model and its application in the field of foreign relations has always been an important issue in the neighborhood and in the field of civilization of the Islamic world. Some emphasize isolationism due to the existing identity differences, and some idealistic, ideological interpretations, far from the realities of the action scene, confront Iran with consequences such as Iranophobia and identity tensions with the surrounding environment. It seems that the drawing path in the statement of the second step of the revolution, by strengthening its requirements, preserving its values and fundamental principles, will provide the most constructive interaction with the surrounding environment in order to provide the national interests of the country optimally in a win-win game. The main question of the article is that the model of the statement of the second step of the revolution in explaining the future status of the Islamic Republic of Iran in the regional and neighborhood system presents a model and what is the normative structure and institutional and social requirements for its realization? Based on the statements of the statement and using the existing theories and experiences, it is possible to reach a pragmatic framework in which science and technology are the focus of the Islamic Republic of Iran's relations in the surrounding region to achieve development and progress within civilization while de-escalating tensions.
The results of the study showed that the most appropriate context for regionalism is relying on the capacities of science and technology and the economy based on it. Also, the principles and rules of conduct should be built towards building a determined, progressive, reliable and flexible image of Iran, in addition to strengthening science and technology diplomacy, appropriate reforms in the institutional structure, especially in the Ministry of Foreign Affairs. Attention to powerful intermediaries, namely the social forces of the region, is another proposition that brings this model closer to Iran's success and security.

Abstract [العربیة]

یهدف البحث الراهن إلى شرح نموذج الإقلیمیة القائمة على المعرفة للجمهوریة الإسلامیة الإیرانیة وبنیتها ومتطلّباتها على الصعید العملی. لطالما کان هذا النموذج وتطبیقه فی مجال العلاقات الخارجیة قضیة مهمة على صعید الجوار والمجال الحضاری للعالم الإسلامی. یؤکّد البعض على الانعزالیة نظراً إلى الفوارق الموجودة فی الهویة راهناً، وأدّت بعض التفاسیر المثالیة والأیدیولوجیّة البعیدة عن حقائق مشهد الفعل إلى أن تواجه إیران عواقب مثل رهاب إیران (فوبیا إیران) وتوتّرات فی الهویة مع البیئة المحیطة. یبدو أنّ المسار المخطّط فی بیان الخطوة الثانیة للثورة سیوفّر من خلال تعزیز متطلّباتها والحفاظ على قیمها ومبادئها الأساسیة التفاعل الأکثر إیجابیة مع البیئة المحیطة لتحقیق المصالح الوطنیة للثورة على أمثل وجه فی إستراتیجیة تعاونیة یربح فیها الجمیع. السؤال الرئیسی للمقال هو أنّ بیان الخطوة الثانیة للثورة أیّ نموذج یقدّمه لنا فی تفسیر الوضع المستقبلی للجمهوریة الإسلامیة الإیرانیة على صعید النظام الإقلیمی والجوار، وما هی البنیة المعیاریة والمتطلّبات المؤسساتیة والاجتماعیة لتحقیقه؟ انطلاقاً من تصریحات البیان وانتفاعاً بالتجارب القائمة فإنّه من الممکن الوصول إلى إطار عملی یکون فیه العلم والتکنولوجیا محوراً لعلاقات الجمهوریة الإسلامیة الإیرانیة فی المنطقة المحیطة لتحقیق التنمیة والتقدّم داخل الحضارة فی الوقت الذی یُحدّ فیه من التصعید.
وأظهرت نتائج الدراسة أنّ السیاق الأنسب للإقلیمیة هو الاعتماد على قدرات العلم والتکنولوجیا والاقتصاد القائم علیها. کما یجب بناء مبادئ وقواعد للسلوک تنبنی علیها صورة حازمة وتقدّمیة وموثوقة ومرنة لإیران لتنتهی إلى إصلاحات مناسبة فی البنیة المؤسساتیة، خاصة فی الوزارة الخارجیة. کما أنّ الاهتمام بالوسائط القویة ـ أی القوى الاجتماعیة ـ هو تصریح آخر من شأنه أن یُدنی هذا النموذج من النجاح وتحقیق المصالح الإیرانیة.
