Semantic Confusion and Governance Challenges of the State Institution of Government in the Islamic Republic of Iran

Abstract

Achieving effective governance is a process that requires examining various variables. One of the most significant factors impacting effective governance—either positively or negatively—is the "state institution." For effective governance through the state institution, it is essential to have a clear and unambiguous "meaning" of the state. If the state institution suffers from semantic confusion, it disrupts the process of achieving good governance. Conversely, if there is a shared, intersubjective understanding of the meaning of "state," allowing for clarity, it facilitates effective governance. The premise of this study is that governance in the Islamic Republic of Iran faces challenges from the state institution, and overcoming these will be examined in terms of the proposed hypothesis. The central question of this research is how semantic confusion in the concept of the state affects the achievement of good governance and what solutions can address it. It seems (as a hypothesis) that to resolve this, achieving an intersubjective understanding and a clear approach in defining the state is essential. The conclusion is that overcoming this challenge is crucial, and since these ambiguities are deeply rooted in the minds, addressing this issue is a collective responsibility, requiring each individual to take the necessary steps.
