Interactive governance, as a novel and growing approach in public administration, emphasizes extensive interaction between the government and a wide range of other actors, including citizens and the private sector. The primary goal of this approach is to enhance the efficiency, effectiveness, and legitimacy of decision-making through active participation and constructive interaction among multiple stakeholders. The concept focuses on network collaboration and interaction among diverse public and private actors to achieve common goals, particularly in the context of solving complex social problems. The present study aims to delineate a comprehensive and systematic systemic conceptual landscape of the "interactive governance" literature and examine its nature and scope, specifically focusing on articles published between 2013 and 2023. This is done to answer the main question: Given the nature and scope of interactive governance in the scientific and empirical literature, what is its systemic conceptual landscape.
The research employed an approach that allowed for the synthesis of qualitative and quantitative data, including statistical and visual analyses of keyword co-occurrence networks, to achieve a deep and integrated understanding of this dynamic field and answer the sub-questions: How is the nature of interactive governance in the scientific and empirical literature explained, including its definitions, process characteristics, and models of initiation and implementation? What are the evolutionary trends, knowledge domains, and key works of the interactive governance literature? How are the outcomes (both positive and negative) and evaluation criteria of interactive governance explained in the scientific and empirical literature?To address these questions, the conceptual review method was utilized. Initially, 2,141 main research sources were identified through the Scopus database. Data from these sources, including keywords and citation information, were then imported into VOSviewer software to generate co-occurrence maps (for conceptual relationships) and co-citation maps (for scientific structures). Subsequently, the full text of 75 accessible articles was studied, culminating in the delineation of an integrated conceptual theoretical model of interactive governance.
The analysis results indicate a significant growth in researchers' interest in interactive governance, especially in the last decade, leading to the formation of more complex conceptual networks in this area that emphasize inter-sectoral interactions. Furthermore, the systemic model of the interactive governance process, encompassing inputs, process, outputs, feedback loops, and environmental factors, is presented as an integrated framework for effective analysis and implementation of this approach. This model deepened our understanding of how to translate the theoretical principles of interactive governance into executive practices and daily interactions, offering a comprehensive approach to confront the complexities of social problems and strengthen fair and sustainable governance in modern societies.
