Abstract: The issue that this article pursues is that the Islamic Republic of Iran is in a time, place and situation that suffers from semantic eclecticism in the concept of government, practical eclecticism in the concept of state, nostalgic eclecticism (sweet regret) of the concept of state, and eclecticism in The two-dimensionality and two-hour existence of the state has meant the state, so as long as it has not gone through these four eclipses and chaos, the concept of the state meaning the state is always in the field of opinion and more in the field of action with challenges. And will face fundamental crises. To explain this idea and to answer the main question which is; How can government mean state in the Islamic Republic of Iran? We use the critical theoretical framework and methodology of historical sociology and follow the hypothesis that; "It can be successful in the desired governance." It must be overcome. It is the semantic confusion or crisis of the title with meaning that is the subject of this article.
