The purpose of this study is to examine the impact of international sanctions on the Iranian oil industry (objective). Because one of the most important and complex areas related to the oil industry is the issue of technology transfer to this field. Without technology transfer, the possibility of operating in this field will be very limited and very expensive. This has led to the issue of oil industry sanctions being considered one of the most practical sanctions and a priority in international conflicts between oil countries and major powers that regulate the international system. International sanctions, which are also foreseen in the United Nations Charter, are a powerful tool that can control the comparative advantage of actors. The access of a sanctioned country to technology and industrial progress in an area that is the most important part of the government's income, causes the behavioral patterns of this government to change, because it limits its choices and makes foreign policy trends different (problem). This research seeks to answer the question of what effects did international oil sanctions have on technology transfer to Iran in the oil industry from 2010 to 2020? (Question) The hypothesis proposed for this research is that international sanctions in the oil industry have caused a natural decrease in oil production and a decrease in its sales in global markets, which has caused challenges in foreign investment in this area (hypothesis). The research findings indicate that pressure on Iran's oil revenues and its impact on severe financial restrictions, pressure on foreign investment, prevention of the entry of new technologies and the forced exit of international companies, as well as inefficient management, especially in the years 2010 to 2020, have caused the decline of technologies in all sectors, including the oil industry (achievement). Of course, the Iranian government has reduced some of the negative effects of the sanctions by supporting domestic elites and technological and knowledge-based companies related to oil industry technologies. The research method is theoretical, descriptive and analytical, and information was collected through questionnaires and reference to library resources and international documents. (Method)
