درآمدی نظری بر رویکردهای نوین حل‌وفصل منازعات سیاسی

چکیده

تنوع منازعات در زندگی اجتماعی باعث پیدایش طیف وسیعی از رویکردها برای حل‌وفصل منازعه شده که هر یک در زمینه‌ای خاص به‌کار گرفته شده‌ است. در این ‌میان، حل‌وفصل منازعات سیاسی، به طیف محدودتری از راهکارها و نقش نظام سیاسی به‌عنوان طرف تصمیم‌گیرنده در چنین منازعاتی تمرکز یافته است. با توجه به نقش مؤثر نظام سیاسی در حل‌وفصل منازعات و نظر به محدودیت رویکردهای سنتی به طیف بسته‌ای از شاخص‌های حل‌وفصل منازعات، پژوهش حاضر با طرح این پرسش که مهم‌ترین رویکردهای جدید برای حل‌وفصل منازعات سیاسی کدام‌‎اند، به‌دنبال شناسایی رویکردهای جدیدترِ حل‌وفصل منازعات سیاسی در فراسوی الگوهای سنتی است. روش پژوهش، توصیفی-تحلیلی بوده و به شناسایی رویکردهای نوین حل‌وفصل منازعات پرداخته است. یافته‌های پژوهش که با نگرشی میان‌رشته‌ای استخراج و تدوین شده، نمونه‌هایی از مهم‌ترین رویکردهای نوین حل‌وفصل منازعات شامل رویکرد تحلیلی، رویکرد آشتی‌جویانه، رویکرد اخلاقی، رویکرد حل مسأله، رویکرد تعاملی، رویکرد ذهنی، رویکرد واکنش متقابل و پاسخگویی، رویکرد نیازهای انسانی و رویکرد نامتقارن که قابلیت کاربست در حوزه منازعات سیاسی را دارند معرفی کرده است.

چکیده [English]

The variety of disputes and conflicts in the social life results in a wide range of approaches for conflict resolution in every field. In the meanwhile, settling political disputes is focused on a more limited range of solutions and the role of the political system as the decision-making party in such disputes. Given the effective role of political systems in conflict resolution and considering the limitations of the traditional approaches to a closed range of indexes for dispute resolution, the present study focuses on identifying newer approaches to settling political conflicts, which go beyond the traditional models. The method of this research is descriptive and analytical. It focuses on identifying new approaches to dispute resolution. The findings of the study, which are derived and formulated in an interdisciplinary manner, are examples of major novel approaches to conflict resolution, including analytical, compromise, moral, problem-solving, interactive, subjective, mutual reaction and response, human needs, and asymmetric approaches. These approaches can apply to political disputes.

مقدمة نظریة للمقاربات الجدیدة فی تسویة النزاعات السیاسیة

چکیده [العربیة]

أدّى تنوّع النزاعات فی الحیاة الاجتماعیة إلى ظهور مجموعة واسعة من المقاربات فی تسویة النزاعات، لکل منها استخدام فی سیاق محدّد. فی المقابل، تم الترکیز فی تسویة النزاعات السیاسیة على نطاق محدود من الحلول ودور النظام السیاسی کطرف بیده القرار فی مثل هذه النزاعات. ونظرًا إلى الدور الفعّال للنظام السیاسی فی تسویة النزاعات وأیضًا نظرًا إلى اقتصار الأسالیب التقلیدیة على مجموعة محدودة من مؤشرات تسویة النزاعات، فإن البحث الراهن من خلال طرحه لسؤال ما هی أهم المقاربات الجدیدة لتسویة النزاعات السیاسیة، یرمی إلى تحدید المقاربات الأحدث لتسویة النزاعات السیاسیة متجاوزًا الأنماط التقلیدیة. منهج البحث وصفی تحلیلی وقد حدّد مقاربات جدیدة لتسویة النزاعات. قدّمت نتائج البحث، التی تم استخراجها وجمعها باستخدام منهج تداخل التخصصات، أمثلةً على أهم المقاربات الحدیثة لتسویة النزاعات التی یمکن استخدامها فی مجال النزاعات السیاسیة، وقد شملت کلًا من المقاربة التحلیلیة، ومقاربة التصالح، والمقاربة الأخلاقیة، ومقاربة حل المشکلة، والمقاربة التفاعلیة، والمقاربة العقلیة، ومقاربة ردّ الفعل المتبادل والمساءلة، ومقاربة الاحتیاجات البشریة، والمقاربة غیر المتماثلة.
